22일 오후 5시30분 미 대사관은 마크 민턴 부대사가 23일의 난장 토론에 참여할 수 없음을 <민중의소리>에 알려왔습니다.
미 대사관은 “미국대사관은 한국 사회 각계의 대표와 진솔하고 열린 대화를 나누고자 하는 희망을 갖고 있기에 <민중의소리>가 한미관계에 대해 한국의 여러 시민단체 대표와 패널 토론에 참여해달라고 요청했을 때 이를 수락”했지만 “(난장 2회 토론이) 지금 미국대사관이 참여하기로 합의한 형식의 프로그램이 아닌 주한 미국대사관과 한총련 간의 토론으로 홍보되고 있”어 토론에 참여할 수 없다고 알려왔습니다.
대사관은 “한국 정부가 불법이라고 선언한 단체와 일대 일의 토론회를 가질 입장이 안 된다”고 그 배경을 설명했습니다.
이에 대해 당사는 “그 동안 미 대사관과 협의한 대로 난장 2회 프로그램을 추진해왔”다는 입장을 알리고, 대사관측의 이례적인 불참 통보에 대해 깊은 유감을 표시했습니다. 토론의 추진과정에서 당사는 여러차례 대사관측에 한총련이 토론에 참석하는 의미를 환기한 바 있습니다.
당사는 빠른 시일 내에 미 대사관이 참여하는 적절한 토론의 장을 마련할 것을 독자 여러분들게 약속드립니다. 다만 이번 토론은 미 대사관측이 불참함에 따라 마크 민턴 부대사를 제외한 세분의 패널들의 토론으로 진행됨을 알려드립니다.
난장 2회 토론이 애초의 약속대로 진행되지 못함에 대해 깊이 사과 드립니다.

The U.S. Embassy in Korea always looks forward to opportunities to continue to engage the Korean people in a dialogue on issues related to Korean-American relations.
Because of our desire to enter into an open and honest dialogue with representatives of different groups in Korean society, we gladly accepted an invitation from Voice of People to participate in a panel discussion with several representatives of Korean civic organizations on the topic of issues in Korean-American relations.
That event is now being advertised as a debate between the U.S. Embassy and Hanchongryon, which was not the type of program in which we agreed to participate. We have determined that the Embassy is not in a position to engage in a one-on-one debate with a group that the Korean government has declared illegal.
We seek to ensure that the Korean people have a chance to hear our point of view on U.S.-Korean relations honestly and fairly in order to decide the issues for themselves.
We value Voice of the People’s interest in covering issues that affect the bilateral relationship. The Mission looks forward to working with them to arrange an appropriate forum in the near future in which a well-balanced discussion can be held.
