Secretary of State Condoleezza Rice yesterday issued a blunt warning to North Korea, which test-fired a missile on Sunday, that the United States can "deter whatever the North Koreans are up to." "I don't think anyone is confused about the ability of the United States to deter -- both on behalf of itself and on behalf of its allies -- North Korean nuclear ambitions or gains on the peninsula," Miss Rice said during an appearance at the State Department with French Foreign Minister Michel Barnier. "The international community is speaking very clearly to both nations and saying: 'You're only going to further isolate yourself if you take steps that run contrary to what the international community expects,' " he added. " 'You will realize better relations if you pursue a course like Libya, and abandon your nuclear weapons programs.' " Global tensions over nuclear proliferation escalated during the weekend when North Korea fired a short-range missile into the East Sea/Sea of Japan, and Iran warned that it might resume enrichment of uranium after the failure of talks with European nations. "I would hope that the Iranians would not take a unilateral decision to initiate any activities that now are currently suspended," said Mohamed ElBaradei, head of the International Atomic Energy Agency, after meeting with Iranian Foreign Minister Kamal Kharrazi at the nonproliferation conference in New York. German Foreign Minister Joschka Fischer warned that a unilateral move by Iran would force the international community to refer Tehran to the U.N. Security Council for sanctions. "I think it's important that the talks continue, but the basis must be that the enrichment program remains suspended," he said. "I hope that the process will not collapse, but the Iranians know the alternative would be the Security Council." Mr. ElBaradei also urged North Korea to resume six-party talks with the United States, China, Japan, South Korea and Russia, which have been stalled for nearly a year. "The earlier the parties go back to the negotiating table, the better," he said. "There is no other solution except all of the parties put all their grievances together on the table and get a ... solution that addresses Korean security and economic needs and addresses this whole nuclear program." Despite Miss Rice's tough talk about U.S. military assets deterring North Korea, the White House emphasized the need for a peaceful solution. "We're pursuing a diplomatic solution through the six-party talks," Mr. McClellan said. "I don't think there's a need to go through 'what ifs' at this point." Miss Rice also met yesterday with Japanese Foreign Minister Nobutaka Machimura, who said both nations are urging China to help rein in Pyongyang's nuclear program. Mr. McClellan said the U.S. thinks North Korea "may have one or two" nuclear weapons, although he would not say whether such weapons could be placed on long-range missiles capable of striking the United States. "We don't know if they have the capability to do that or not, but that's all the more reason why we need to take steps under the assumption that they can, because of the regime that is in power there," he said. 라이스 장관은 {우리 미국은 아시아, 태평양 지역에서 모든 종류의 실질적인 억지력을 유지하고 있다... }고 밝히고 앞으로 북한의 행동 여하에 따라 핵에는 핵으로, 재래식 무기에는 재래식 무기로 대응한다는 파괴력을 과시했다.
2일에는 마이어스 합참의장 까지 나서서 북한의 남한 칭공시, {걱정 없다. 남한군과 유엔군이 승리할 수 있다...}고 피력. 이 같은 미국의 [한반도 위기, 남침 우려성]에 대한 소리가 지난 1970년대 부터 오늘 2005년 까지 수 백번 언급된 "지겨운 남침설" 이다. 북한 속담에 방귀가 잦으면 똥을 싼다고 했다. 정말 똥을 쌀 일이 있을 것인가.
한반도는 남한이 북한에 물량을 퍼 준 대가로 전쟁위험성이 없고 남북공조가 잘 되고 있는데, 어째서 미국은 시도 때도 없이 "북한이 남침하면..." 소리를 연발할까.
어쨌든, 미국정부는 6자회담에 복귀하지 않는 김 정일에 대해 다단계 전략을 수립한 것으로 3일 파악된다. 그것이 미국의 정서 다. 크레딧이 나쁜 사람에게 일단은 시간을 준다. 그 시간 내 신용을 회복해야 한다. 그러나, 이를 준수하지 않을 경우 형벌을 과한다.
이러한 맥락에서 볼 때, 앞으로 미국은 북한 김 정일 정권까지 모조리 파괴하는 이벤트를 준비한 것으로 엿 보인다. 김 정일은 이미 1998년 전후 핵무기 개발을 완료, 위장 핵실험 까지 한 것으로 추정된다. 핵실험을 북한지하에서 하지 않고 파키스탄 등 지역에서 극비, 위장 실험했다는 주장이 나왔다.
이는, 미주통일신문(www.unitypress.com)에서 이미 분석한 대로, 러시아 등 핵물리학자들이 대거 북한으로 입국한 후, "실험하지 않아도 될 실험"을 했기 때문에, 사실상 북한은 핵무기를 보유했다고 판단했던 것.
이로 인해 미국정부는 김 정일의 핵을 파기하기 위한 대화-군사적 전략을 동시 진행하고 있으나 현재와 같은 미국의 선 핵포기 계획이 성공하지 않을 경우 미국의 네오콘들이 작전명령을 내릴 것으로 그 시간이 점차 임박해 지는 것으로 나타났다는 것.
이럼에도 북한은 한가롭게 관영 방송들을 통해 부시 대통령을 비방하는 데 열을 올리고 있어 탈이다. 지난 주 백악관 상공 비행금지 구역이 뚫였다는 잘못된 정보로 인해 잠시 부시 대통령이 지하 벙크로 대피한 사실을 두고, "죄 지은 자만이 할 수 있는 삼십육계 줄행랑... 복닥소동... 허둥지둥 달려 간 것은 사람들의 조소를 자아내는 웃지 못할 희극이었다"면서 빈정거리고 있다.

결론이다. 북한이 아주 긴장하는 상태에 있으면서도 이 처럼 여유있는 방송 멘트를 하고 있어 다행이다. 과거에 볼 수 없었던 여유와 유머에 달라 진 북한사회 임을 실감한다. 문제는, 핵문제 다. 북한 핵기지에서 발사하는 단거리 미사일은 물론 오산 공군 비행장을 비롯 일본에 까지 도달할 수 있다는 것 쯤은 알고 있다.
그 이상 미 본토를 타격할 수 있는 장거리 미사일이 전진배치 되었다는 것도 알고 있다. 어떻게 하겠다는 것인가. 자고로, 영화예술 창작을 즐기며, 여자를 좋아하는 사람은 자기가 죽는 전쟁을 하지 않는 것으로 알고 있다. 김 정일은, 미국이 목을 치지 않는 한 전쟁명령을 내리지 않는다.
다시 문제는 미국의 행보 다. 형태 다. 전략이다. 김 정일 정권을 이 참에 완전 박살을 낼 것인가, 아닌가.. 그것이 문제라는 것이다. 어제 오늘 발설하는 미국의 김 정일 손보기 발언을 볼 때 "미국의 견고한 힘"을 통해 김 정일을 본때 보인다는 것이 원칙인 것 같다. 유엔안보리 회부는 요식행위.
앞으로 부시 대통령이 실제상황의 지하 벙크 대피소동이 재연될 것인지, 아니면 김 정일이가 방탄 열차를 타고 허둥지둥 아닌 허겁지겁 중국으로 줄행랑을 치는 대소동이 일어날 것인지 누구도 장담할 수 없는 2005년 6월 이후의 상황.
김 정일은 중국의 중재에 못 이기는 척 하면서 부시에게 "우리 춤을 추자... 내가 먼저 손을 잡을게...." 포즈를 취하는 것이 김 정일 자신에게도 좋을 것이다. 중국의 팽창, 미국을 추격하는 군사력, 100여대의 잠수함이 미국을 겨냥할 수 있는 태평양 함대의 위협 가속화에 북한의 핵 보유 사실을 간과할 수 없다. 김 정일이가 미국 입장에 있다면 어떻게 할 것인가 ?
지금 김 정일은 집무실에서 한가하게 TV 를 시청하고 있을 때가 아니라는 것이 <평양으로 보내는 편지>의 핵심 내용이다. 시간은 미국 편이 아닌 북한 편이라고 자위할 수 있으나 그 "시간"은 이제 김 정일 정권의 운명을 좌지우지 하는 위기상황으로 접어들고 있다. 안도하지 말라. 청교도들이 미국을 개척한 그 역사를 1947년 조선인민공화국 창건에 비교하지 말라. 여기서 착오가 발생한다. 이상 이다. 미군 유해 한 구당 3만 달러 이상을 받아먹고 미국정부에 팔아먹는 그 자체가 문제가 있는 김 정일 개인독제 국가 라는 것. 회개, 반성하지 않을 경우 "천부인권 사상"이 김 정일의 지하 벙크를 초토화 시킬 것이다. 그 땐 김 일성 수령의 시신도 사라진다. 김 정일은, 이 점을 메모하라 !
